War Dogs: Todd Phillips has in his hands a story that, even distilled to its most basic elements, it’s too unbelievable not to be (mostly) real; it is so absurd that the proper way to tell it seems to be comedic. The problem is,the film is not particularly funny as a comedy, and the parts built up to be suspenseful are not thrilling. Jeff Groth’s editing is smart early on, but the film reverts to a more traditional structure as things move along; in general, the film has a generic slick look. Miles Teller and Jonah Hill are good choices for the tone.
